SHREVEPORT, La. – All elected officials and candidates for office must file what is called a financial disclosure statement that provides a broad overview of their occupation, employment, business associations, income, investments and creditors.
The purpose of the disclosure is to take a look at the financial picture to determine whether it would make the elected official or candidate subject to any conflicts of interest or outside influences.
The statement must be submitted by May 15 of each year for occupants. But even those who want to hold elected office must also apply.
The term, however, is different. Candidates standing in the November 8 election had until July 27 to submit the forms that were included in the package of qualifying documents given to them when they registered for the election during the qualifying period of July 20 to 22.
The statements are broken down into specific categories for the candidate to provide personal information as well as their spouse. Some categories require specific dollar amounts, while others simply ask the candidate to check a box with dollar amounts in intervals.
KTBS took a look at the reports filed by the 10 mayoral candidates. All but two met the deadline and have statements on file Council of Ethics.
Mayor Adrian Perkins and Mario Chavez did not submit their statements, according to Ethics Director Kathleen Allen.
A delinquency notice is being sent to Chavez today, telling him he has seven business days to file the report. Chavez filed a statement in May related to his service on the Caddo Commission.
As for Perkins, Allen said his report was not filed, but did not indicate whether he is also being reported on his delinquency. Perkins is currently disqualified from seeking re-election. He is appealing that decision, but the final word on whether it makes it to the ballot may not be known until the appeals court or even the Louisiana Supreme Court intervenes.
Perkins also filed his 2019 financial disclosure statement late. He was fined $2,500, which he paid on July 20 in order to run for re-election. The report was due on July 8, 2021 and he paid it on March 3.
Here’s a look at the information each candidate provided:
LAUREN ANDERSON
Employment information: Self-employed lawyer
Real estate: House located on East Lister Street, valued between $25,000 and $100,000.
Income received from work: LRA Esq., $5,000-$24,000
Other income over $1,000: He sold a house in San Antonio and got about $50,000.
Transactions over $5,000: Proceeds from the sale of the house on June 9, between $25,000 and $100,000.
Liabilities over $10,000: Great Lakes, New Rez
TOM ARCENEAUX
Employment information: Principal and Attorney with Blanchard, Walker, O’Quin & Roberts
Business positions: 15.09% interest in the legal society; 100% owned by Montgomery Duplex LLC.
Non-profit positions: Officer and Director of Ariel Gate Intercontinental, Inc., Non-Voting Advisory Board Member of NORWELA Council Boy Scouts of America and Commissioner of Shreveport Implementation and Redevelopment Authority.
Real estate: House on Jordan Street valued at over $100,000.
State, political subdivisions and/or gaming interests: Through the law firm Blanchard Walker received $150,604 from the LSU Office of Legal Affairs, $11,847 from the City of Greenwood, $5,272 from the Caddo Parish Tax Assessor, $32,031 from the city from Blanchard, $228,597 from Bossier Levee District, $382 from Caddo Parish. , $1,425 from the Caddo-Bossier Port Commission, $20,308 from the City of St. Gabriel, $2,612 from the City of Homer and $38,750 from the Village of Hoston.
Income received from work: Blanchard Walker, over $100,000.
Another income: Edward D. Jones Mutual Funds for under $5,000.
Investment holdings: Interest in a law firm over $5,000.
Transactions: The June 2, 2021, sale of a home in the 500 block of Jordan Street owned by him and his wife fetched more than $100,000.
MARIO CHAVEZ

LEVETTE FULLER
Employment information: Member of the Shreveport City Council
Real estate: The undivided interest in the heir property in DeSoto Parish was valued at $5,000 to $24,999.
State revenues, political subdivisions and/or gaming interests: $15,282 “council stipend”.
Income received from work: City of Shreveport, $5,000 to $24,999.
Other income over $1,000: mineral royalties between $5,000 and $24,999.
TRACY MENDELS
Occupation: Retired but working part-time as Assistant TAC at Shreveport Police Department; spouse, Shreveport Police Sgt.
Real estate: Home in Caddo Parish, valued at over $100,000.
State revenues, political subdivisions and/or gaming interests: Retirement, $30,459 and $4,162 from SPD; spouse – $81,897, SPD

MELVIN SLACK JR.
Employment information: “Boss” by No Limit Detailing
Real estate: ½ acre with home on Pines Road valued at $7,959.
Income received from the company: Under $5,000.
Another income: Veterans Administration, 100% disability, less than $5,000.
GREGORY TARVER
Employment information: He and his wife are part-time managers of Quality Office Supply, Inc. He is also the part-time executive director of The Institute for Global Outreach, while his wife is the part-time executive director of VRC’s educational grant program.
Business positions: His wife owns a 60% interest in Quality Office Supply, Inc., which is a retail office supply business.
Non-profit positions: His wife is executive director of The Institute for Global Outreach and VRC Educational Scholarship Program.
Real estate: His wife is listed as owning a home in Caddo Parish that is valued at over $100,000.
State interest, political subdivisions and/or gambling: $26,461 from state Senate salary and $27,001 from the state retirement system.
Income received from work: Quality office supplies range from $25,000 to $100,000 for Tarver and the same for his wife.
